Governor Shapiro signed amendments to the Pennsylvania Self Storage Act. Please note, these changes are not effective until January 24, 2026. The highlights of the changes are the denial of access has been shortened from 20 days to 10 days, the law adds the non-monetary default language that is being used in 11 other states, as well as, recognition of the enforceability of an unsigned Rental Agreement when properly served after an appropriate waiting period of time. Electronic delivery of the Rental Agreement is now expressly permitted, as well as non-monetary default towing and the bill clarifies the issues that have been confounding operators regarding the redundant advertising changes of 2024.
This is a summary of the changes to the Act. It is important that you work with your local attorney to understand all of the changes, how they will affect your operations, and whether or not you need to update your Rental Agreement to enjoy the benefits or comply with the changes to the Statute.
